The testing time was promised at two hours. This idea like most of the Abe governments decisions show a strong disconnect from reality. What the government should be doing is setting up drive through testing nation wide like Korea did two months ago!

What's the decline due to? Fewer tests? This number is meaningless for giving us an idea of the condition of the infection in the population.

First of all, it's not the case that anyone who wants a test can get one. Typically one has to be symptomatic, and at least in some locations you also have to have had contact with an international traveler before you get permission to take the test. Possibly this is based on a xenophobic and outdated notion of how the virus is spread, and possibly it's not so naïve but is just a convenient obstacle whose desired effect is to keep infection numbers artificially low. (Judging by anecdotal evidence, such shenanigans seem to be going on up here in Iwate, in order to prolong its status as the last "infection-free" prefecture).

But that's just the beginning of how the numbers are being gamed. Formerly, the tests were conducted in major hospitals only, but now that the cost is covered by national health insurance, many tests are being outsourced to private clinics. However, the clinics aren't under a duty to report negative results -- and consequently, some do report them and many don't. Moreover, many of these clinics are closed on Sundays, so we can expect fewer tests to have been performed.

So there isn't any way to tell what fraction of all Sunday tests these 166 positive results represent. For example, if there were 197 infections out of 1,000 reported test results on Saturday, and then 166 infections out of 500 reported tests on Sunday, that wouldn't be a meaningful "decline" -- on the contrary, it would indicate a very scary spread of the infection!

뭣때문에 감소하지? 시험 횟수가 적어서인가? 이 감염원 숫자는 감염자 숫자가 줄어드는 것에 대한 의미가 없다.

첫번째로, 검사를 원하는 사람 어느 누구나 검사 할 수 있는 경우가 아니다.

검사를 받을려면 전형적으로 주변에 한 명은 증상이 나타나야 하고, 당신이 테스트를 허가를 얻으려면  최소한 몇몇 지역에서 국제 여행자와 접촉해야 한다.

아마도 이것은 바이러스가 어떻게 퍼지는지에 대한 외국인 혐오적이고 시대에 뒤떨어진 개념에 근거하고 있을 것이다.

그리고 아마도 그것은 전문적이지 않고 단지 감염 수치를 일부러 낮게 유지하기 위한 편리한 장애물일 것이다.

(입증되지 않는 증거를 내밀자면, 그러한 속임수는  "감염 없는" 현으로서의 지위를 연장하기 위해 이곳 이와테에서 일어나고 있는 것 같다.)

그러나 감염자들의 숫자들을 어떻게 장난치고 있는지는 시작에 불과하다.

기존에는 주요 병원에서만 검사가 이뤄졌지만, 이제는 국민건강보험으로 비용을 충당하다 보니 민간 클리닉에 많은 검사를 외주화하고 있다.

하지만, 클리닉들은 부정적인 결과를 보고할 의무가 없다. 결과적으로, 몇몇 클리닉들만 코로나 양성을 보고하고 많은 클리닉들은 보고하지 않는다.

더구나 이들 진료소 중 상당수가 일요일에는 휴원하는 곳이 많아 검진 횟수는 줄어들 것으로 예상할 수 있다.

그래서 이 166개의 양성인 결과들이 일요일의 모든 검사들 중 어느 정도 부분을 차지하는지 알 방법이 없다.

 예를 들어, 토요일에 보고된 1,000개의 검사 결과 중 197개의 감염이 있었고, 일요일에 보고된 500개의 검사 중 166개의 감염이 있었다면, 그것은 의미 있는 "감소"가 아닐 것이다. 반대로, 그것은 엄청난 감염의 확산을 나타내는 것이다!
