제가 아는 게 맞는지 정확하지 않지만 의견을 올려보면,
forced to work에는 정상적으로 고용된 노동자나 근로자가 업무를 태만하게 하고 있거나
자기 할당량을 채우지 못해서 관리자가 이제 그만 쉬고 일을 하도록 재촉했다는 의미가 있는 것 같네요.
말하자면 강제로 연행되어서 자기의사에 반해 노예로 부림당한 상태의 그런 의미랑은 다른 것 같습니다.

forced to work 라는 표현만 보면 이견의 여지가 있을수 있겠지만 있겠지만 전문을 읽어보면 제개인적인 생각으로는 강제노동 인정이라고 보여지네요.

설령 일본측이 표현한대로 일하게 됐다 라는 표현을 써서 번역한다고 해도 '많은수의 한국인들이 자신들의 의사에 반해 오게되어 가혹한 조건 하에서 일하게됐다.'
흠 이정도면 강제노동 이라고 볼수도 있지않을까요?
forced to work 는 강제 노역 맞습니다. 교도소에 수감되어서 죄수들이 낮에 자기 의사 반해서 일하는 것도 똑같은 표현 씁니다.
