북한 선박 조사, 더딘 양상 보여

Four days have passed since Panamanian authorities discovered undeclared military

weapons hidden aboard a North Korean ship, and the painstaking process of examining the

entire vessel is crawling at a snail's pace

파나마 정부가 북한 선박에 실린 비밀 무기와 선박 전체를 검사한다고 밝힌 지 나흘이 지났는

데 과정은 늦어지고 있다.

The ship has five cargo holds, only one of which has been emptied as of Thursday.

배는 화물 적재실이 다섯 곳이 있는데 목요일 현재 한 곳은 비어있다.

"The technicians on board have told us that this cargo was loaded in a way that makes it

difficult to unload," Panamanian Security Minister Jose Raul Mulino said.

“선박 기술자은 하역하기 어려운 물건을 싣고 있었다.”고 파나마 안전 장관 조세 라울 물리노

The North Korean crew had resisted the Panamanian authorities and cut the cables to the

onboard cranes. Panamanian investigators brought their own cranes, but removing the

containers inside the cargo holds has been an "odyssey," Mulino said.

북한 선원은 파나마 당국에 저항했고 배에 달린 크레인을 끊었다. 조사관들이 크레인을 끌고

왔지만 컨테이너를 옮기는 과정이 힘들었다고 했다.

The ship originated in Cuba, and the Cubans have admitted to owning the military

equipment, claiming it was being sent to North Korea to be repaired and returned.

그 선박은 쿠바에서 출발했는데 쿠바에서는 이 배가 수리되어 돌아오기 위해 북한으로 보내

졌다고 하며 군사 장비에 책임이 있음을 인정했다.

But many questions remain. If the weapons were not a secret, why were they hidden under

sacks of sugar? Why the did the captain attempt to commit suicide?

하지만 많은 의문이 남아있다. 무기가 기밀이 아니었다면 왜 설탕포대 밑에 숨겨져 있었는

가? 왜 선장은 xx하고자 했었는가?

A public prosecutor is charging the captain and 35 North Korean crew members with illegal

possession of weapons and international arms trafficking, Panamanian government

spokesman Eduardo Camacho said.

검사는 불법 무기 소유와 국제 무기 밀매 혐의로 선장과 35명의 북한 승선원을 고소했다고

정부 대변인 에두아르도 카마초가 밝혔다.

North Korean officials, meanwhile, asked for Panama to release the cargo ship and let the

crew go.

그 동안 북한 정부는 파나마에 선박을 풀어 줄 것을 요구했다.

Panama has formally asked the United Nations for guidance on how to handle the case.

파나마는 UN에 이 문제를 처리하는 방법을 안내해 달라고 UN에 정식으로 요구했다.

"For us, it is important to finish this operation, wait for the United Nations to come, and they

will decide" how to proceed, Mulino said. "Panama is completely transparent in this; we have

no experience in dealing with this type of problem."

“저희에게 이 일을 끝내고 UN측의 방문을 기다리는 것이 중요합니다. 그리고 UN에서 어떻게

할 것인지 정해 줄 것입니다. 파나마가 이런 종류의 문제를 해결해 본 경험이 없다는 것은 중요

Because it is pursuing nuclear weapons, North Korea is banned by the United Nations from

importing and exporting most weapons.

무기 수출입은 핵무기를 위한 것이기 때문에 북한은 UN에 의해 이 행위가 금지되어있다.

At the port of Manzanillo, inspectors opened shipping containers in front of reporters.

In the first cargo hold, six shipping containers were found underneath sacks of brown sugar,

in two stacks of three. The tops of some of the containers were caved in because of the

weight of the sugar.

Cuban officials have described the materiel as "240 metric tons of obsolete defensive

weapons" sent to North Korea "to be repaired and returned to Cuba."

쿠바 정부는 이는 북한에 보내지고 정비되어 쿠바에 돌아오기로 되어있던 “쓸 수 없는 방어

용 무기 240톤이라고 했다.

The equipment was manufactured in the mid-20th century and included two anti-aircraft

missile systems, nine missiles in parts and spares, two MiG-21 jets and 15 motors for this

type of airplane, the Cuban foreign ministry said.

이 장비는 20세기 중반에 만들어졌는데 여기에는 2대의 대공 미사일 시스템, 미사일 9대, 미

그21 제트기 두 대와 동종 비행기의 모터 15개가 포함됐다고 쿠바 외교부장관은 밝혔다.

U.S. involved in investigation

미국, 조사에 참여

The United States and Panama had been tracking the ship as it crossed the Panama Canal

 to Cuba and then back, two U.S. officials said.

미국과 파나마는 이 선적이 파나마 운하를 통과할 때 추적하고 있었다고 미국 정부는 밝혔

다.

And a U.S. State Department spokeswoman said Wednesday that the United States would

 help in the investigation.

그리고 수요일 국무부 대변인은 미국이 조사 과정에 협조할 것임을 밝혔다.

The Panamanians asked the United States for imaging equipment and technicians to fully

 examine the boat and determine what is on board, according to a U.S. official who declined

 to be identified because the person was not authorized to speak publicly.

파나마는 보트와 선박에 실렸던 것을 완전히 검사하고자 도구와 장비를 알려줄 것을 미국에

요청했다.

Speculation has surged since Panama announced its find, with some warning that it was a

 troubling sign of weapons deals between North Korea and Cuba, and others disputing

 whether any dangers lay within the antiquated haul.

북한과 쿠바 사이 문제가 될 말한 무기 거래에 대해 경고하며 발견된 것들을 파나마가 발표

한 이래 의혹이 제기됐다. 한편에선 어떠한 위험성이 오래된 무기에 있을 것임을 얘기하고

있다.

Cuba says the weapons are "obsolete." And experts who identified early Cold War relics

such as the Soviet-designed SA-2 air defense system among the ship's cargo say that's not

far from the truth.

쿠바는 무기가 낡은 것이라 했고 전문가들이 이는 사실일 가능성이 높다고 했다.
