A look at Japan’s economic and demographic difficulties as voters choose "Abenomics"

JAPANESE voters renewed the mandate of the ruling Liberal Democratic Party (LDP) in legislative elections on December 14th. The vote was seen as a public reaffirmation for the bold economic policies of prime minister Shinzo Abe, called Abenomics. However the country is far from united: the Communist Party more than doubled its seats in the Diet, Japan’s legislature. And amid the general support for Abenomics, the country faces extraordinary economic headwinds.
일본 유권자들은 12월 14일에 있었던 총선에서 집권 자민당이 다시 집권하도록 만들었다. 투표는 소위 아베노믹스라는 아베 신조 총리의 대담한 경제정책에 대한 대중적인 재신임으로 보였다. 그러나, 일본은 일치단결 된 것과는 거리가 멀었다: 공산당은 일본의 입법기관인 국회에서 의석을 두배로 늘렸다. 그리고, 아베노믹스가 전반적인 지지를 받는 가운데, 일본은 엄청난 경제적 역풍에 직면하고 있다.
Japan is the third-largest economy after America and China. It is so wealthy that its regions boast the same economic heft as large countries. The entire economy of Brazil fits into the Kanto region that includes Tokyo, for example. Yet despite this wealth, Japan’s economic growth has been largely stagnant over a period known as the two “lost decades”. America’s GDP grew threefold during that time while China’s soared. After a short stint as prime minister in 2006-07, Mr Abe returned in 2012 calling for a bold, three-part plan of stimulus spending, monetary easing and structural reforms—the so-called “three arrows” of Abenomics.

With the first arrow, the government splashed out 10 trillion yen ($84 billion) to boost the economy. With the second arrow, the Bank of Japan agreed to swell its balance-sheet, which in effect flushed capital into the economy. Japan’s stockmarket cheered the actions. But a previous government had scheduled a consumption-tax rise in April; when Mr Abe went ahead with it, demand fell and GDP atrophied. This prompted Mr Abe to delay the second part of a tax hike, due in 2015, calling into question his commitment to fiscal consolidation.

Decades of almost no growth and heavy government spending to support the economy has left Japan with the highest public debt in the world, at close to two and a half times the size of its economy and more than double that of industrialised countries. It makes the third arrow of structural reform critical, since only by removing anachronistic regulations and freeing companies to compete domestically and internationally can the country enjoy sustainable growth. It was precisely debt concerns that obliged Mr Abe to push ahead with the first consumption-tax hike despite the fact that it conflicts with his economic programme.
경제성장을 거의 하지 못했던 수십년간 경제를 지지하기 위해 돈을 써왔던 거대한 정부는 세계에서 가장 많은 공공부채를 일본에 남겼다. 이 공공부채는 일본경제의 거의 2.5배에 달하는 규모이며, 일반 선진국의 두배 이상이나 되는 빚이다. 시대에 뒤진 법규를 폐지하고 기업들을 국내적으로 그리고 국제적으로 자유롭게 경쟁하는 만드는 것 만이 일본을 지속 가능한 경제성장으로 즐길 수 있게 만들기 때문에, 이 공공부채는 구조조정이라는 세번째 화살을 위험하게 만든다. 이것은, 아베가 그의 경제 계획과 상출한다는 사실에도 불구하고 첫번째 소비세 인상을 추진하도록 만들었던 것은 바로 이 부채에 대한 우려 때문이었다.
A big drag on Japan is its ageing and shrinking population. The country has 127m people and this is forecast to fall to fewer than 100m by midcentury because of the low birth rate. Already there are more elderly than youth, and this will become even more pronounced over the next several decades. It puts a strain on the economy in two ways. First, it means fewer workers to produce growth or pay taxes to fund public services. Second, more elderly means greater public outlays for pensions and healthcare.
일본에 있어 무거운 짐은 일본의 노화와 줄어드는 인구다. 일본은 1억2천7백만의 인구를 가지고 있으며, 이 인구가 (21)세기 중반무렵 1억 이하로 떨어질 것으로 예상되는데, 이는 낮은 출산율 때문이다. 이미 노인들이 젊은이들 보다 더 많으며, 이 현상은 향후 몇십년 동안 더욱 두드러 질 것이다. 이것(노인이 청년보다 많은 문제)은 일본의 경제에 두가지로 압박을 가한다. 첫번째는 경제성장을 일궈내거나 또는 공공서비스를 위해 사용될 자금에 대한 세금을 내는 일하는 사람이 줄어든다는 의미이다. 두번째는 더 많은 노인층은 연금과 의료에 대한 더 많은 공공 지출을 의미한다.
On December 14th Mr Abe's party, the LDP, maintained its big legislative majority in elections for the country's powerful Lower House. That is a reversal from five years ago, when the Democratic Party of Japan (DPJ) won a landslide victory, ending more than half a century of nearly unbroken LDP rule. But the DPJ's inept economic management, and its amateurism at managing the recovery following the earthquake, tsunami and Fukushima nuclear disaster in 2011, brought many voters back into the arms of the LDP. Abenomics promised a break from the previous, ineffectual LDP economic policies. The question now for Mr Abe, and for Japan, is whether he will use the renewed mandate to shoot the third arrow of structural reforms.
12월 14일, 아베의 자민당은 일본의 강력한 중의원을 위한 선거에서 의회의 다수 의석을 크게 유지했다. 그 결과는 거의 끊어진 적이 없는 자민당(LDP, Liberal Democratic Party)의 집권을 끝내며 일본민주당(DPJ, Democratic Party of Japan)이 압승을 거뒀을 때인 5년전과 정반대였다. 그러나 일본민주당의 미숙한 경제운영, 그리고 2011년 지진, 쓰나미와 후쿠시마 원전사고 이후 복구를 하는데 있어 아마추어적인 솜씨가 많은 유권자들을 다시 자민당쪽으로 움직이게 만들었다. 아베노믹스는 이전의 효과가 없었던 일본민주당의 경제정책으로 부터 벗어날 것이라는 것을 약속했다. 지금 아베와 그리고 일본에 대한 질문은, 아베가 다시 거머쥔 통치권을 구조 조정이라는 3번째 화살을 쏘기 위해 사용할 것이냐는 것이다.
